When asked if they would prefer to see counties working together or each county working on its own for a series of tasks, people overwhelmingly supported greater cooperation. These tasks included supporting job creation; supporting businesses; attracting international businesses; promoting tourism; training workers for new job opportunities; and developing an overall plan for economic growth. The only task for which a majority of people were not in favor of greater cooperation was deciding whether land is used for housing, business, agriculture, or other purposes"

The delivery and funding of public services is fragmented. Stark County consists of 17 townships, 6 cities, 13 villages, 7 public library districts, 18 public school districts, 33 fire departments, 26 law enforcement departments, multiple emergency response districts and multiple park and recreation districts. There have been several calls by local and regional organizations to consolidate local government. There are some countywide collaborative efforts.
High levels of unemployment as a result of the decline in the economy has impacted the public sector. The State of Ohio has drastically reduced the state budget in order to deal with a ballooning deficit. The impact of those reductions has been felt locally in the cutting of social programs. Greater cuts in government funding are expected in 2010 and in the 2011-2012 budget.
Locally, Stark County voters rejected a 0.5 percent sales tax increase that had been approved by the Stark County Commissioners. The proposed consolidated county-wide 9-1-1 emergency dispatch center is now being reviewed. There is the potential for far reaching ramifications for the county budget in 2011.
